About Mr. Frank G. Lamancusa

Frank G. Lamancusa, Chair of the firm’s Telecommunications Group, focuses on enforcement, regulatory and antitrust counseling, and dispute resolution for clients in or adjacent to the telecommunications industry. Frank has robust experience in those areas acquired from a combination of federal government service, private practice, and entrepreneurial endeavors. He is also adept at representing companies through all aspects of governmental investigations and the litigation process. Frank is further valued by investment professionals as providing detailed analyses of telecommunications transactions, regulatory proceedings, antitrust reviews, special situations, and ongoing litigation.

Frank has represented dozens of entities in government investigations initiated by the Federal Communications Commission’s Enforcement Bureau and Office of the Inspector General, the U.S. Department of Justice’s Antitrust and Civil Divisions, and the Department of Commerce’s Bureau of Industry and Security. These investigations have involved potential violations of statutes or regulations across a multitude of issues, including related to federal funds distributions (e.g., USF, TRS, E-rate), regulatory compliance obligations, information and communications technology and services transactions, and scope of business authorizations.

Frank advises investors and private equity firms with due diligence related to telecommunications regulatory and antitrust risk as they consider strategic investments and acquisitions. Additionally, he litigates commercial disputes in federal district courts, primarily for telecommunications providers.

Frank previously served in the Enforcement Bureau of the for the FCC, where he was responsible for the agency’s accelerated complaint resolution process. While at the FCC, Frank also served in various managerial positions within the Enforcement and then-Common Carrier Bureaus.

Prior to joining the FCC, Frank was a trial lawyer for the Telecommunications Task Force within the U.S. Department of Justice’s Antitrust Division. There he led both merger and non-merger antitrust investigations in the telecommunications industry on issues related to wireline and wireless telephony, cable and satellite television programming distribution, broadcast television, and radio station consolidations.

Frank also served as a professional arbitrator and mediator on behalf of United States District Courts, multiple state public service commissions, and many telecommunications entities.
