Against a driver who caused it, yes, you still have another year. It is 3 years from the date of the accident.

Well, you could sue him, and what would you get? $100? Not worth it. Write a strong letter to the corporate headquarters and then forget about it.

Can my mother sue the nursing home if she was hurt and nobody reported it?

The time and expense of a lawsuit would not justify the potential damages. In other words, there may be a basis for a legal claim but pursuing it would be impractical. You can report it to the State Health Department and they will look into it. The Health Department and nursing homes do take such complaints seriously, though there will be no financial compensation for your mother.
