Pardon me but why did you do nothing since 1998? Normally you have 3 years you could have written, telephoned, talked with a lawyer a thousand times in 15 years. Your problem is the statute of limitations.

Generally speaking, a property owner does have the duty to keep his/her property safe. However, merely leaving a ladder on the property doesn't necessarily constitute a dangerous condition for which the owner can be sued if someone uses it without permission. If the offer states what State's law it is governed by, you should re-ask your question and list that State instead of Nebraska.
