Further writing a check then stopping payment may be criminal and you can bring this to the attention of law enforcement or the State Attorney. If you are a Florida driver, your own auto insurance will cover your medical bills up to $10,000.00 and this coverage is called no-fault, because it covers your own medical bills even if the accident is the other drivers fault. There have been changes to the no fault law that may prevent you from using your no fault benefits or may limit your available benefits to $2500.00. Further you did not mention what coverage you have,  but if you have uninsured motorist also know as UM, this may cover your loss. Finally you can make a claim for your damaged auto through your own comprehensive or collision coverage, assuming you have this coverage. The only required coverage is no fault or pip and property damage. Florida law leaves much to be desired on required insurance coverage.

Even if he has a prescription, I'm pretty sure he's not supposed to smoke it in public. If he's on his own property, some smoke wafting over probably has to be tolerated. If he is disturbing the peace or creating public disorder, there are laws against that apart from the marijuanna issue.
