I doubt very much that you have been discriminated against. It is possible, though unlikely, that you have simply encountered one or several individuals that do not understand you and you need to find a different troop to sign up with. See if you can schedule a visit with your local BSA counsel to discuss your concerns. If they are agreeable, do not accuse, do not talk in terms of generalities or conclusions, simply state what has happened, the involvement you would like to have with the BSA and how you believe you would be an asset to the organization.

School and teacher definitely have some responsibility. They should have a claim form for you to submit. If principal does not have it, check with the Board of Education.

Your question implies that someone prohibited the insurance company from contacting someone, but your description of the event does not relate who prohibited what insurance company from contacting someone, nor who it was whom they were prohibited from contacting, or why. You are submitting the question on behalf of your boyfriend. His mom talked to his insurance company on his behalf. Where is he in all of this? He is the one who should be doing something, if something needs to be done.
