You can file an immigrant petition for your girlfriend after she becomes your wife. Since you don't have sufficient income to support her, you will have to find another person (a relative, a friend, anyone who is a U.S. citizen or permanent resident) who has sufficient income and would be willing to co-sponsor your wife. You would have to file 2 affidavits of support - one from yourself, and another - from the co-sponsor. I advise you to start filing tax returns for the last 3 years. It does not matter that you are exempt from the requirement to file them. It does not matter that you will have to pay nothing on your returns or might even get a refund. What matters is that, if the person who will be reviewing your immigrant petition will not see the familiar set of papers, processing of your case will be stalled for months in the best case scenario (in the worst, your petition will be denied). Preparing a tax return when you have only your disability checks as income should be a manageable task. If you run into difficulties, try calling IRS: this is not the place most people think of as a source of assistance, but this agency can be very helpful.
