"Fixing" your father's papers is impossible. Having re-entered without permission after 2 deportations, he is permanently barred from the U.S. It means that the law forbids giving him a green card or any kind of visa, and no consul, immigration officer, or judge has the power to make an exception. Unless the President and the Congress pass an immigration amnesty, and your father's case falls under one of the forgiven categories, there is nothing anyone can do.
