The honest answer is "No". If you are in the U.S. without a legal status, there is no program for changing it through an investment or a business enterprise. Depending on details of your case (how and when did you come to the U.S., your country of origin, age, education, family status, etc.), there might be a solution to your problem, but you should discuss these matters in the privacy of an attorney's office, not on-line.

You will need to wait until you are married. The new law you are speaking about is not in effect yet but you will need to have an approved I-130 to take advantage of it most likely so you could get married and file this first step but I suggest consulting with immigration counsel as these are tricky cases especially since you have accumulated unlawful presence. We would also need to determine if you have any other issues of inadmissibility that would prevent you taking advantage of the law when or if it is put into effect.

An Employment Authorization Document ("EAD" or "work permit") that is the subject of a Form I-765 is a benefit available for use while a Form I-485 Application for Adjustment of Status remains pending. The Form I-765 application may be filed simultaneously with or after the filing of a Form I-485 application, but not before. Is there any reason that your U.S. citizen wife filed only the Form I-130? Was that an oversight? Was that because you and she believe you are legally ineligible to adjust status in the U.S.? Especially for those who are not thoroughly familiar with immigration laws and processes, it would be wise to work with an immigration attorney. Some immigration law firms, including mine, offer legal services on a "flat fee" basis rather than an hourly charge, and a few immigration law firms, including mine, offer an initial consultation free of charge.
