You need an attorney like myself who practices both, criminal and immigration law because once you plead guilty to a unsafe plea under the U.S. immigration laws, it is nearly impossible to have it vacated. Therefore, the first step is to determine whether your matter requires proceeding to trial if your claiming innocence, in the alternative, negotiate safer plea under immigration laws. Because criminal convictions usually have devastating consequences on immigration status including termination of status.

An extended review generally involves a more thorough background check conducted by other agencies (like the FBI), so there is nothing you can do to speed it up.  If your I-140 is denied, you would lose your priority date.  However, they are current for all but unskilled workers right now anyway.

How do I replace a stolen visa card?

You can not replace the visa from within the US. (I am assuming your have a Border Crossing Card obtained in Mexico- All others have a laminated visa page in their passport). The visa is obtained outside the US. If you were provided with a I-94 (Small little white card showing date and place of entry, class of admission and expiration of permitted stay), you can file form I-102 to ask for a duplicate. You file with the USCIS. This will work provided your entry was within the last few years. If you entered many years ago, a Request under the Freedom of Information Act with CPB and / or US Visit may get you a prit-out proving inspection and admission.
