There is no such thing as a tax amnesty program. If she was here on a J-1 she may need to return to her country for two years unless she can obtain a waiver. She is accruing unlawful presence and unless she marries a U.S. citizen is going to be subject to a ten-year bar from the U.S.

I wouldn't be too worried. It seems like your father is attempting to use intimidation and fear to get his way. This is typical of an abusive spouse. It's unlikely ICE would pursue an action against the rest of your family under these circumstances.
