You are normally allowed until April 15th to file last year's taxes or to request an extension of time to file. Although I am not an accountant, you would not appear to me to be delinquent on your taxes at the present time and your answer would likely be "no". If you file your N-400 naturalization application before April 15th, it would appear to me that a "no" answer is proper. The intent of the naturalization form’s general questions is to determine good moral character, and it would not seem that U.S.C.I.S. is intent upon learning about persons who have not paid advances on taxes as much as it is interested in persons who have clearly violated the tax codes. This is not as fast as it seems.  Your petition for her is subject to very limited visa quotas.  However, first you must petition her with the USCIS before the National Visa Center can preserve the petition for future use based upon the State Department's Visa Bulletin.  It is possible that your niece will be 21 years old before the visa can be processed.  If so, her daughter will need a separate petition from her mom.   Although you can start with the I-130, there will be other applications that will eventually need to be filled out.  If you have any further questions, I strongly recommend a consultation.

The process for bringing someone here as your fiance or spouse is complicated and involves lots of supporting documents from China and the US.  The instructions for each form tell you what documents you will need to include with the application or petition.  Of course, you can also hire someone to processing everything for you and they will then tell you what documents you need for each stage of the process.
