I'm assuming that you mean a family based visa and not an employment based visa. NVC has an "I 864" poverty guideline that will determine the amount of income necessary for someone to sponsor an applicant.

No, because the tourist visa does not give the right to work here, and the I-130 you filed does not give your brother immediate immigrant status; he has to wait for many years before his priority date becomes current. Thus, he cannot legally remain in the US past the expiration of his current authorized stay and he cannot legally work here either.
