The worldwide priority date for F-4 category (brothers and sisters of adult citizens) is 03/15/2001 for October 2012. If she's coming to the United States on a nonimmigrant visa, and later on decides to stay, she has to maintain lawful status while she's in the United States in order to adjust status when a visa becomes available about 11 years or so later.
