The processes are separate and run by different agencies of our government.  An approved PERM only indicates there are no US workers available to fill the position.  The question on your personal qualifications for the position are addressed when the petition is considered, and educational equivalency is always an issue.

An order for child support generally will not affect permanent residence. However, non-payment of such will affect both his permanent residence and any subsequent application for naturalization.
