Hello. Unforturnately with our current laws you do not qualify for a work permit. Before June 2016 the US Supreme Court should decide on Deferred Action for Parents of American/LPR children.  If they find this executive action to be lawful then you may qualify for a work permit as the parent of a US child. If she has a green card she can apply on Form N-400 for U.S. Citizenship once she meets all of the Naturalization requirements.

A petitioner does not need to be working at all in order to file. If your mother is abroad, then at a later date when the affidavit of support must be filed, if your income is zero or insufficient, a qualified co-sponsor can be used.
