She can file the petition for her spouse. However, if and when the spouse files an application for Adjustment of Status in the U.S. or goes through Consular Processing for an immigrant visa abroad, he would have to submit an Affidavit of Support from her. To file the Affidavit of Support, she must be at least 18 years old. So even though she can file the petition now, she would have to wait until she is 18 to file the Affidavit of Support (which should be fine, since the Petition would take about that long to be approved).

Congratulations on your marriage! Since you are married to a U.S. citizen, and applying for Adjustment of Status, your being out of status would not be a bar to Adjustment. That means, even if you were to go out of status when your documents are filed, you will still be able to adjust your status. To be eligible for Adjustment of Status, you have to show that you entered the U.S. with inspection (in your case you entered with a J1 visa), and that you are married to a U.S. citizen. So even if you were out of status for a year or more, you would still be eligible for Adjustment. However, in your question you did not mention whether your J-1 visa has a two-year home residency requirement. If your J-1 visa requires two-year home residency, then you must get a waiver of that requirement before you can adjust your status.

If you don't have the time or resources to get married in Mexico, you can petition for your boyfriend to come to the US on a fiance visa. After you are married in the US, he can apply for adjustment of status on form I-485 and get his green card without having to return to Mexico. On average, the entire fiance/adjustment of status process is slightly longer and more expensive than getting married in Mexico and sponsoring for your husband on a I-130 relative petition, but he will probably arrive in the US quicker.
If you don't have the time or resources to get married in Mexico, you can petition for your boyfriend to come to the US on a fiance visa.
