Your liabilities as a I-864 sponsor are to Uncle Sam alone. If your sponsored relatives ask for (and receive) public support, you can be required to reimburse the government for the entire amount spent on the persons you sponsored, including well-fare, Social Security Income and Social Security Disability, food stamps, subsidized housing, and Medicaid. You do not, however, incur any liabilities to private third parties just by signing I-864; so, you do not have to worry about car loans, credit card debts, student loans, or medical bills (etc., etc., etc.) - unless you co-sign such loans' or credit card applications, or give a hospital a guarantee of payment for the services to the sponsored immigrant. Clearly, the largest segment of this potential liability is associated with medical insurance coverage. With introduction of Obamacare, this picture will be changing. You might, however, prefer to secure medical insurance for your relatives instead of taking risks.

Interesting case. Two possibility: You can not return to the US with your green card. Basically, you residency was abandoned, through no fault of your own. The residency card (LPR card) is for people to reside in the US. When people no longer reside in the US, the card is taken away (Usually when attempting to re-enter the US). But maybe one of your parent naturalized before your turned 18. If so, that might have made you a US citizen, again, through no fault of your own. If this is the case, grab your green card, your birth certificate, your parent's naturalization document and any documents to show anyone's change of name and apply for a US passport at the US Consulate in Manila.
