There is no visa category by which a Permanent Resident (a "Green Card" holder) may petition for a boyfriend. There is a visa category by which a Permanent Resident may petition for a spouse, and there are visa categories by which a naturalized U.S. citizen may petition for a fiance or for a spouse. Also, depending upon professional and employment qualifications or other family relationships, there may be other immigration options for your boyfriend to come to the U.S. It would be wise for you and your boyfriend to consult with an immigration attorney who, after learning all of the relevant information, could advise about immigration-related eligibilities, options and strategies.

Generally, failure to timely respond to a Form N-14 Request for Additional Information will result in a denial of a naturalization petition. If the N-14 wrongfully was issued (for example, if the documents already had been properly submitted with the petition, or if you now are over age 31), then within the allowed time one could file a Request for a Hearing on a Naturalization Decision. Alternatively, one could start over and file a new naturalization petition with new filing fees. It is not possible simply to seek to take naturalization examination again at a reduced fee. Failure to timely submit information/documents about Selective Service is exactly the type of problem that can be averted by engaging an immigration attorney. Not only would an attorney have been able to advise you about any need for the document, but the attorney would have been responsible for timely following-up with you about responding to the Form N-14 if you had failed to supply the document with the original filing or at the interview. Immigration application processes often are more complex than may initially seem, and if you were to re-apply and again pay the full filing fee you could not feel assured that the only problem to be addressed anew would relate to your compliance with Selective Service obligations.
