The steps are whatever the DMV and court records say they are, regardless of what anyone tells you otherwise. Since you can't get answers yourself, you may be forced to hire counsel to help you.

What's the best way for me to resolve the DUI case I got in California back in 2002?

If this was a normal DUI, no injury and no priors, you could hire a CA attorney to try to resolve the case for you. I can't guarantee no jail, there is a minimum of 2 days jail some counties require in the area of 10 days or more depending on the blood alcohol result.

If you hired a lawyer, you should contact him/her as they will be more knowledgeable about your sentence and how it relates to your DMV situation. The answer depends upon what number DUI this was, likely you won't be able to reinstate until you finish the 18 month program, no restriction either. If you didn't have a lawyer you should consider hiring one to help you navigate the DMV regulations.
