Yes. Need to make sure you got proper refusal form to request administrative hearing. The DUI issue is criminal the refusal issue is administrative. Call an attorney for a free consultation.

How do I have a DISMISSAL or amended to a not guilty verdict?

You can't. A not guilty verdict requires a trial and the finder of fact (usually jury, but sometimes judge) to specifically find you not guilty. If there was never a trial then there never was a verdict. A dismissal is a great outcome but you can't change it to something it's not.

No sure I understand the question. Generally the court or Probation Officer will provide a list of approved providers, even if you change states.?Check with them before you pay for a course here that may not be acceptable. Generally a local court is not involved.
