If they state that I signed a Refusal to Care would I have been given a copy of that upon leaving jail the next day?

Check the Police Agency policy manual. In Florida there is no requirement police take accident victims to a hospital. If you request EMT's be called they will be; if they appear for the other driver they will always offer to check out the other people involved in the crash. Police will approve transport to a hospital if the EMT's recommend.

A DUI cannot be expunged from your record and will stay on your permanent criminal record for ever. Unfortunately the reason for driving is not an element of the charge. The charge of DUI involves (1) driving on the roads of this state (2) consumed alcohol or controlled substances (3) normal faculties impaired or BAC >.08.  The reason for driving is not an element of the charge, nor is it a defense. If your friend was being harassed, she could have called the police, a taxi, or a friend to pick her up.  While the above may not be what you wanted to hear, it is the law. I believe in telling it like it is.

Yes you can get a DUI in a parked car. The DA will have to establish that you were driving using other facts like if the car is registered to you, if you admitted driving, other passengers that could have been driving, if you were in the driver seat, if the keys were in the ignition, the location of the vehicle on the road, etc. They also have to prove you were drunk at the time of driving. Which may be another issue to attach in your case. Contact a local DUI attorney and discuss the matter with them in person. Your prior is going to make the DA less likely to dismiss or reduce your charges.
