The results of the portable breath test are not admissible in court so they have no evidence with that. I'm really surprised that you were not arrested, but it is unlikely you will be arrested now since they let you go.

I don't recognize those numbers. I conjecture that the ticket was issued in Illinois and the reference is to the laws of that state. But I am not at all certain.

If you were arrested, then there will be a record. IF you only received a citation, go and pay it, because there should be no record of it.
