If you are on probation, you need to clear it with your probation officer. If you are not, unless there is an order signed by the judge that prohibits you from leaving the state, you should be able to go. You will still need to make your court dates, and notify the court of your new address.

California bail lets you go anywhere you want (including foreign countries) so long as you meet all your court dates. However, if the court orders you to stay in the county, etc that controls it. Federal bail is different.

How do i fix my felony probation violation? ?

If you can provide a few more details that would be great.  For instance, when you left, how long did you have remaining on your probation?  I think what you are concerned with is whether or not your probation was tolled.  That is a distinct possibility.  What you need to do is find local counsel.  Have your attorney find out if there is a pending warrant in either county.  Do not rely on the fact that you were pulled over and not arrested for an outstanding warrant when you were pulled over in one of the counties.  Your driver's license was from Texas.  Also, it would seem that if you were pulled over anywhere in Georgia, an outstanding warrant would appear.  An attorney can help you clear this up.  Just so you know, if you are arrested on an outstanding warrant, odds are you will be held in the jail until a hearing on your probation violation.  I would doubt you would be released after absconding for 7 years.  If you have a hearing, the state has to prove by only a preponderance of the evidence (slight evidence...not beyond a reasonable doubt which is a higher standard) that you violated your probation by failing to report, failing to pay, committing some new offense or failing to follow any of the special conditions of probation (like community service).  There is no statute of limitations for probation violations although the sheer number of years you've been gone may present a problem for the prosecution.
