As unfair and morally self-righteous as it may seem, yes he can. It is unlawful to have sexual relations with a minor even if it's consensual. And in this situation, because he's more than 10 years older than you, it is looked at more seriously. If the authorities are aware of this relationship he should have an attorney, and not give an interview to any investigator or law enforcement officer without his attorney present, no matter how persistent they are. Wait until you're 18.

Generally your license will be suspended for one year because of your age (under 21). However, because you are under 21, you may be eligible for a "critical need" license from the DMV if you are able to show that you go to school and that the public transportation available is unavailable at the times you need. You should go to the DMV and ask them for an application for a critical need license to drive following your DUI conviction.
