Sorry it can be expunged but it is still open to background checks. The further you get from the conviction the better. Medical licensing involves the state and you have to answer that your were convicted but it was later expunged. Normally, unless it is something that involves moral turpitude you have no problems unless you tell them you were not convicted of anything.

They do not need to tell you your rights unless you are in custody at the time of questioning. Even then, if your attorney is able to skillfully keep your incriminating statements out of evidence, the Prosecutor can use your statements made in custody without Miranda warnings if you testify.
