It has exactly the same legal effect. The only difference is that a no contest plea can't be used against you in civil court. For example, if you were DUI and crashed into somebody, you would want to plead no contest so your plea couldn't be used against you in civil court if they sued. Otherwise, they are the same. Pleading no contest won't change the timing of getting your record cleared up.

DAs can (and often do) prosecute people who did not commit the crime they are charghed with - because they get information from law enforcement that makes them beleive that they can prove the case. To be convicted of a crime you certainly must have beenproven to have done something to facilitate the crime being committed by these sub-leasees.

Since theses are two different sovereigns they can both try him for the crime without violating double jeopardy as written in statutes Since the victim was a US citizen the US has jurisdiction over the crime even when not committed on US soil.
