First thing I would need to know id what is your driving criminal history. Are the DUIs the only thing holding your license? Assuming that the DUIs are all you have, Have you completed everything that the court ordered you to do? Have you paid off all your fines? If so, you are probably eligible, but Department of Licensing (DOL) will probably require you to carry SR22 insurance. This is high risk insurance and is generally costly. The best starting point for you is to contact DOL and have them tell you what you need. They are generally very good about that. Once you have determined what you need, you may need to consult with an attorney to help you accomplish this. Good luck.

Your first court appearance is an arraignement. At the arraignement, the court will tell you what you are charged with, advise you of your rights including your right to an attorney either retained by you or appointed by the court and lastly will ask you how you plead. An attorney may be helpful in that he/she could explain the process and the possible penalties.

It depends upon when and where the other offense occurred. The court could choose to put you in jail. You are calling it "petty" theft which I assume means theft less than $200. If you have committed shoplifting, the penalties can be enhanced, with a third offense requiring jail for 90 days.
