What can I do if my attorney does not contact me?

You can always fire them. Or if it is appointed, ask the Court for another attorney and tell the Judge about the attorney's behavior.

Can a prosecutor release someone from probation with the right to file charges again later?

It sounds like your case was adjourned I contemplation of dismissal (ACD'd).  This is not a guilty plea and you are not on probation.  It simply means that the case was adjourned and will be dismissed in six months.  The prosecution can ask the court to restore the case if you are rearrested.  (In the decade I have been doing this I have seen that happen exactly zero times!).  However, the military doesn't like A CD's because it is technically still an open case till dismissal.  You can have your lawyer request that the ACD be dismissed earlier if there is no order of protection in place and you have a good reason. (Such as going back to the service).

Should I fight a seat belt citation or pay and take traffic school?

You seem to have the right fix on this. You are technically guilty but it is no big thing and wont affect your life at all the judge would not likely punish you beyond costs of court.
