No. In order for a creditor to do anything while you are in a Chapter 13 bankruptcy they would first have to get bankruptcy permission either by direct motion or by lifting the automatic stay. The automatic stay prevents any form of debt collection.

Dismissal means all or part of the of the plaintiff's claims, or defendant's counter-claims have been dismissed. You need to understand whether the dismissal was to all or some issues, and whether it was with out without prejudice. This is not as simple as it seems so you should buy a small amount of attorney time, provide the details and receive counsel as to your present position.

Yes, you can walk away at any time if you did not reaffirm. Also, the house still must be foreclosed on before you could be forced to move out- so you still have many months available to live there without making payments.
