Yes, they can have you sign a paper that says that. They can also have you sign a paper that says you're going to fly a Boeing 747 to China while doing open heart surgery tomorrow. But neither paper will mean anything. If it was that easy to avoid the bankruptcy law, then every debt would have you sign away your bankruptcy rights. But bankruptcy supersedes contracts, including a contract that bankruptcy doesn't apply.

It depends on the type of judgement. The bankruptcy code does not discharge a debt incurred by a debtor arising out of the operation of a motor vehicle but if it was not you that was driving you may be able to discharge the debt. It would require an attorney to review the judgement. Filing no does not restore your license. That requires an administrative hearing.

The bankruptcy trustee usually requires proof of current income to be provided either prior to the creditors meeting or at the meeting. Also the trustee will ask if you expect your income to increase significantly in the near future. The effect of a significant increase in income might cause either not passing the means test or if you have excess money over your reasonable living expense the trustee may force you to convert to a Chapter 13 bankruptcy.
