A short sale will be the best option, the bank sells the house for less than the amount of the loan and will not go after you for a deficiency which they can do if the foreclose.

Pre bankruptcy HOA debt may be discharged unless the HOA has a lien recorded. Post-petition HOA fees are new debts that are not discharged.

Can a person be sued for fence repair costs by a neighbor if the property went into a Chapter 7 Bankruptcy?

You may not even have a claim if you did not get an obligation from your neighbor to share in the cost of repair. If a claim exists however, but the debt existed prior to filing the bankruptcy, then that debt would have been discharged in the bankruptcy. Even if you were not named, in CA it is likely the debt could be "deemed" discharged. This is not likely a fruitful pursuit for you.
