I doubt if you will be able to get your license back without hiring an attorney which will not be cheap. I suggest you keep up your payments AND hire an attorney.

Yes, you can file another bankruptcy case. Whether the new case will get you a discharge and what chapter it should be filed under will depend on some of the circumstances that were involved in your Chapter 7 case two years ago. But you are allowed to file again.

Yes you can sell assets at fair market value to hire an attorney. There are many rules on how far back the court will look depending on the type of asset and type of transfer and whom it was transferred to. It can be up to 10 years, but generally it is only 1 year if family is involved and 6 months for other normal transfers.
