If you have business and tax debt you may want to look at both chapter 13 and chapter 7. In chapter 13 you can do a tax payment plan and discharge business and personal debt. Chapter 7 would not discharge the tax debt but all other debts.

You must include all debts. Yes, utilities may be included but only if they are not ongoing expenses, i.e. your current residence.

You can file chapter 7 or chapter 13 if you have real estate debt. If you cannot afford the payments chapter 7 is better than a chapter 13, which is a payment plan for your debts.
