If my mom filed bankruptcy and I was trying to sell the house I inherited, does that mean I have to pay her debt even?

There are two kinds of liability in a mortgage. Personal liability and property liability. The bankruptcy probably discharged your mother's personal liability but bankruptcy usually doesn't affect property liability, meaning the lender can take some or all of the proceeds of a sale. There are other aspects of property liability, you should consult an attorney to discuss the specific situation.

How do I get a car back from a business owner in jail?

The "business owner" has a lien on the car if he did work on it. If you can go to his place of business and get the car back without violence, do it. The lien will die a natural death. If you owe money, pay it.

If I filed for bankruptcy about 10 years ago and I have $21,000 credit card debt, can I file again?

You are eligible to file another chapter 7 if you only consider whether enough time has elapsed since your previous bankruptcy, but there is more to determining eligibility than the amount of time that has passed since your last bankruptcy and the amount of debt you have.
